Dr. Flordeliza Baltazar is one of the most respected medical doctors in the field of Obstetrics and Gynecology. She was a recipient of the 1994 Baldomero Luz Roxas Memorial Award, the highest academic award given to an outstanding Filipino obstetrician and gynecologist. In the year 2000, Dr. Baltazar was awarded Woman Obstetrician-Gynecologist of the Year by the International Federation of Obstetrics and Gynecology (FIGO) during its convention in Washington D.C. FIGO has recognized women gynecologists and obstetricians who, in their daily practice or in their research laboratories, have contributed significantly to the improvement of health care for women and who have made a special contribution internationally or nationally to promote the development of science and scientific research in the fields of gynecology and obstetrics, and who, throughout their career, have promoted better health care for women, mothers and their children.

 

She is a professor emeritus at Far Eastern University Institute of Medicine where she also served as dean for 11 years (1992-2003) and chairman of the Department of Obstetrics and Gynecology for 16 years (1982-1998). Before retiring from FEU, Dr. Baltazar was President of the Association of Philippine Medical Colleges. She also served as President of Philippine Obstetrical and Gynecological Society in 1984 and as its chairman in 1980. Dr. Baltazar is a fellow of the International College of Surgeons, Philippine College of Surgeons, International Federation of OB-GYN and ASEAN Federation of OB-GYN. She is also a member emeritus of Philippine Medical Association.

 

She finished her elementary education at Tayabas Elementary School graduating valedictorian and secondary education at Arellano High School. She was supposed to graduate as valedictorian but due to Japanese occupation in 1942, there was no graduation ceremonies conducted. Dr. Baltazar is a member of the U.P. College of Medicine Class of 1951. She placed 10th in the Medical Board Examination of the same year. In U.P., she is a college and university scholar. She had her residency training in Obstetrics and Gynecology at the U.P.-Philippine General Hospital. She studied Obstetrical and Gynecological Pathology as a Colombo plan scholar to the United Kingdom in 1965. She has an in-service training in population problems at the University of Colorado and a post-graduate course in Maternal-Fetal Medicine at Harvard University.

2. Lower Nephron Nephrosis on Obstetric Cases

3. Amniotic Fluid as a Cause of Serious if not Fatal Postpartum Hemorrhage

4. Chorionepithelioma as the Direct Product of Conception

5. The Problems of the Cardiacs with Pregnancy

6. Hypertensive Disorders of Pregnancy

 

Dr. Baltazar received the Jesus Nolasco Award for having been unanimously chosen as the Most Outstanding Faculty in Clinical Category of the FEU Institute of Medicine in 1986. She was also adjudged as the Most Outstanding Faculty Member of the Institute of Medicine in 1976. Dr. Baltazar became the Head of the Department of Obstetrics and Gynecology - FEU Institute of Medicine, Head of the Department of Obstetrics and Gynecology of the United Doctors Medical Center, Head of the Department of Obstetrics and Gynecology of Our Lady of Lourdes Hospital, and Head of the Department of Obstetrics and Gynecology of Rizal Medical Center.
